Ownership Of Affordable And Livable Housing Initiative Continues To Be KPKT's Focus In Kedah State

PADANG TERAP, 23rd July 2023 – YB Tuan Haji Akmal Nasrullah bin Mohd Nasir, Deputy Minister of Local Government Development, handed over offer letters for the Kuala Nerang People's Housing Program (PPR) in Padang Terap, Kedah, to 50 eligible recipients this morning. This marks the second phase after the admission of 85 eligible recipients in April 2023. The ceremony was also attended by YBhg. Datuk M Noor Azman bin Taib, Chief Secretary of the Ministry of Local Government Development (KPKT), and Senior Federal Government Officials.

Kuala Nerang PPR, Kedah is one of the 10 PPR projects built by the Federal Government in Kedah State. Completed in 2019, this PPR consists of 286 single-story terrace houses, including four (4) units for the Disabled (OKU), a multipurpose hall, a surau (prayer room), stalls, and a kindergarten.

Initially, the ownership of this PPR was handed over to the Kedah State Government, which decided that the allocation and sale of units would be managed by the Ministry of Local Government Development (KPKT). Consequently, KPKT agreed to make sales to eligible applicants, but the allocation process was delayed due to land ownership issues. However, this year, KPKT agreed to offer the PPR units through the Rent-to-Own (RTO) scheme, and they were successfully offered to eligible applicants.

According to YB Deputy Minister, "All housing units will be thoroughly inspected to ensure necessary improvements are made before offering them to eligible applicants. To date, 135 units have been offered, while the remaining 151 units will be occupied after the completion of the ongoing repair process by Syarikat Perumahan Negara Berhad (SPNB)."

The PPR recipients are offered the Rent-to-Own (RTO) scheme for a rental period of 5 to 20 years. The rental rate is RM237, consisting of RM225 for the rent and RM12 for the administrative fee. Every 5 years, eligible tenants will receive an offer to purchase the unit with full payment, provided they maintain consistent rental and administrative fee payments. PR1MA Facilities Management Sdn. Bhd. (PMFSB), a subsidiary of Perbadanan PR1MA Malaysia (PR1MA) under KPKT, will manage this PPR.

Furthermore, YB Deputy Minister announced that KPKT has allocated RM500,000 for the repair of public facilities in Kuala Nerang PPR, including the multipurpose hall, surau, kindergarten, stalls, and damaged roads. Additionally, RM2.61 million has been allocated for the maintenance and refurbishment of public and strata-titled housing in Kedah for the year 2023.

Overall, a total of RM3.11 million in funding from the Government of Unity has been allocated to the Kedah State Government for the maintenance and refurbishment of PPR homes, including public and strata-titled housing. This reflects KPKT's commitment to safeguard the welfare and well-being of PPR residents by providing safe, quality, and livable housing.

Before that, YB Akmal also had the opportunity to visit the Syarikat Perumahan Negara Berhad (SPNB) housing project in Taman Universiti Jaya Phase 2B, Semeling Kedah, which has been successfully refurbished by SPNB after experiencing delays. Currently, the project's progress status has reached 97 percent. This Taman Universiti Jaya project (Phase 2B) for Package 2 comprises 68 single-story terrace houses, all of which have been fully sold.

He stated, "Over the course of 3 years since August 2020, SPNB has undergone a restructuring phase to refocus as a leader in affordable housing provision."

KPKT remains committed and sensitive in achieving the Livable Malaysia agenda by providing quality and conducive affordable housing to the people. Additionally, the cooperation between the Federal Government and the State Government is vital in identifying projects that can be rehabilitated to preserve the well-being of affected homebuyers. This aligns with KPKT's role in ensuring a more comprehensive and competitive housing plan, one of the seven (7) main focuses outlined by KPKT.
