KPKT Continues To Pursue The Field Agenda To Ensure Successful Completion Of Housing Projects

JOHOR BAHRU, 6th July 2023 – YB Tuan Haji Akmal Nasrullah bin Mohd Nasir, Deputy Minister of Local Government and Housing (KPKT), today continued the field agenda by visiting the sites of ailing and abandoned housing projects in the state of Johor to personally assess emerging issues and meet with developers and relevant agencies. The Deputy Minister conducted a working visit to review two ailing private housing projects, namely Residensi Larkin Indah and Taman Seri Molek Perdana, as well as one abandoned project, Taman Desa Kempas Phase 3.

The Residensi Larkin Indah project is developed by Perbadanan PR1MA Malaysia (PR1MA). The project comprises 1,174 apartment units ranging from 860 to 1,200 square feet with a starting selling price of RM259,335. As of 31st May 2023, the construction progress of this project stands at 99.88%. The project completion now involves road widening, electrical cable installation by Tenaga Nasional Berhad (TNB), rectification works, and building defects before inspection by the Johor Bahru City Council (MBJB) and technical agencies for the issuance of the Certificate of Completion and Compliance (CCC).

The second project visited is the Taman Desa Kempas Phase 3 project in Johor Bahru, a privatized housing project sealed between the Johor State Government and Syarikat Maju Delima Sdn. Bhd. on 19th April 1990. This private housing project was declared abandoned on 18th September 2013 by the Minister of Local Government. So far, KPKT, in collaboration with the Johor State Government, has facilitated and monitored the project, achieving 95% completion status on-site for the construction of three blocks of five-story apartments, comprising 172 housing units and seven shop units. The selling prices of the houses range from RM22,000.00 to RM88,066.00. Currently, the developer is making efforts to complete the necessary works to obtain the Certificate of Completion and Compliance (CCC), with the target CCC to be obtained in August 2023.

The Deputy Minister also visited the development of the Taman Seri Molek Perdana project in Johor Bahru, comprising 972 residential units, including Medium Low-Cost Flats, Medium-Cost Apartments, and Low-Cost Flats. The project, initially launched in 2007 with a targeted completion in 2010, faced delays due to the failure of the previous contractor. Syarikat Perumahan Negara Berhad (SPNB) took over the project in 2019 and appointed a rescue contractor in December 2022 to complete the remaining works left by the previous contractor. As of 15th June 2023, Phase 1 (Block F) of this project has obtained the CCC on 15th January 2020. For Phase 2 (Block A, B, C), the CCC was obtained on 31st December 2021. As for the development of Phase 3 (Block D, E), preparation works for lift installation, internal finishing, and infrastructure works are being diligently carried out according to the set schedule. In addition, the key handover process will be conducted to buyers in stages.

KPKT will continue to closely monitor through periodic meetings with technical agencies and Local Authorities (PBT) and is ready to mediate in case of emerging issues between developers and government or technical agencies. This is to ensure that these ailing projects can be completed within the proposed time frame. Hence, continuous cooperation between the Federal and State Governments is highly anticipated in resolving issues related to ailing and abandoned housing projects. This will undoubtedly have a positive impact in achieving KPKT's agenda and main focus for the well-being of affected home buyers.
